This paper addresses digital trust in Algeria. It first defines trust and digital trust, then examines their connection to the relationship between citizen and state. Afterwards, it turns to Algeria’s approach in this field, focusing on the legal framework through an analysis of Law No. 15-04 on electronic signature and electronic certification, and then Law No. 26-02, which sets out the general rules governing trust services for electronic transactions and electronic identification. The study yielded that the establishment and consolidation of digital trust in Algeria depend on a clear and explicit legal framework able to strengthen citizens’ trust in the state. In that respect, Law No. 26-02 is significant because it brings together technical, legal, institutional, and judicial dimensions within a single framework. That broader structure supports digital transformation and helps root digital trust in the sphere of transactions and contracts.
