Administrative Rigidity in Organizations: A Sociological Approach to the Concept and Organizational Dynamics

Abstract

This study aims to analyze the phenomenon of administrative rigidity from a sociological perspective by examining its organizational and social nature and explaining the mechanisms through which it emerges and persists within organizations. The study views administrative rigidity as a complex phenomenon that is not limited to procedural complexity or centralized decision-making, but rather results from the interaction of organizational structures, formal rules, organizational culture, patterns of authority, actors’ behavior, communication networks, and informal practices. The study adopts a theoretical and analytical approach, drawing on several sociological perspectives, particularly Max Weber’s bureaucratic model, functional analysis, Alvin Gouldner’s contributions, and the strategic analysis developed by Michel Crozier and Erhard Friedberg. It also examines the manifestations and causes of administrative rigidity, with particular emphasis on the specificities of the Algerian administration, including its historical and structural legacy and the limitations of organizational reforms. The study concludes that overcoming administrative rigidity requires moving beyond limited procedural reform toward a participatory approach based on flexibility, the development of organizational culture, procedural simplification, enhanced communication and accountability, and the promotion of organizational learning.
